Is the voltage at pin 2 of IC401 25V?

Check IC401 and check the peripheral circuit.

Is the waveform at pin 36 of IC601 normal ?

Yes

Check the circuit from pin 36 of IC601 to pin 1 of IC401.

Check the associated circuit of IC601.
